The Veterans Health Administration has signed a lease to build a new VA outpatient clinic across from the Norfolk Premium Outlets in Virginia Beach.
The 20-year lease includes 182,230 square feet of medical space and 1,250 parking spaces, at the northeast corner of Northampton Boulevard and Premium Outlets Boulevard in Virginia Beach.
In a joint statement, Virginia senators Tim Kaine and Mark Warner said they were “thrilled to announce the awarding of this new clinic lease in Hampton Roads. The veteran population in the region continues to grow, and this facility will fill a critical gap by expanding access to high-quality, convenient care.”
The announcement comes as the Washington Post reports that the VA is poised to cut another 35,000 positions, many of them open slots that the VA has struggled to fill.
“Virginians need and deserve this facility, and we will do everything we can to ensure that it is properly staffed despite President Trump’s plans to eliminate 35,000 health care positions at VA facilities across America,” according to the statement.
According to bidding documents, the project is expected to cost $355 million. The authority to build the clinic was secured as part of the PACT Act, which was approved by Congress in 2022 to expand veteran care. The outpatient clinic is projected to open in 2029.
In July, the VA announced a plan to build another clinic in Hampton Roads, but did not release a location. Hampton Roads has one of the largest and fastest-growing veteran populations in the country, with more than 700,000 veterans.
Efforts to build a new VA hospital have stalled in recent years. The current hospital is in Hampton, while the veteran population continues to grow south of the James River.
The VA has also struggled with hiring. The North Battlefield Clinic in Chesapeake opened in March and had not reached full staffing as of the end of November, according to a Congressional report.
