Multilingual Learner Content Developers

WHRO and the VDOE are partnering on a project that supports the requirement of SEAs to submit evidence for the United States Department of Education’s Peer Review Critical Element 1.2 that the State’s English Language Proficiency (ELP) Standards are appropriate and correspond to the State’s academic content standards.

Our goal is to create resources that will equip educators with a foundation for language integrated content instruction. These new toolkits will include sample templates, activities, and assessments that will empower all K-12 teachers to integrate language skills and competencies into their existing SOL-aligned content instruction.

WHRO and the VDOE are currently selecting K-12 English, Mathematics, Science, History & Social Science and Language Instruction Educational Program (LIEP) teachers to serve as content writers for the development of these toolkits The work will take place October 2025 – June 2026. Content writers will work on specific grade-level and content development teams based on experience and expertise. Selected content writers will be hired as independent contractors and paid by WHRO for work outside school division contract hours.

Grade Level Cluster Team Lead
The role of grade-level cluster lead is to facilitate and manage the assigned grade-level cluster, create content, and develop professional learning modules and presentations. Applicants should possess the ability to work independently and meet assigned deadlines, have strong writing skills, and have experience managing and facilitating work groups.

Applicants must submit a writing sample and have a supervisor recommendation to be considered for the project.

Grade-Level Cluster Team Member
The role of grade-level cluster team member is to develop one content toolkit for the assigned grade level cluster.
Applicants should possess the appropriate knowledge and experience relevant to the role of Grade-Level Cluster Team Member. This includes:

  • experience teaching the grade-level cluster (K, 1, 2-3, 4-5, 6-8, 9-12) for which they are applying (i.e. Kindergarten)
  • experience teaching the Virginia Standards of Learning for the core content area (English, History & Social Science, Mathematics, Science) for the grade level cluster for which they are applying (i.e. Kindergarten Mathematics)
  • experience developing and using WIDA English Language Development Standards Framework, 2020 edition integrated lesson/unit plans

Applicants must submit a sample lesson/unit plan that reflects their knowledge of both the content and the language of the grade level and must have a supervisor recommendation to be considered for this project.

Technical Editor
The role of technical editor is to review all submitted toolkits (24 total) and ensure they are formatted using the VDOE guidelines.
Applicants should possess the appropriate knowledge and experience relevant to the role of technical editor. This includes:

  • experience using Microsoft word
  • experience with both the Virginia Standards of Learning for the content areas of English, History and Social Science, Mathematics, and Science and the WIDA English Language Development Standards Framework, 2020 edition.
  • experience editing documents
  • experience citing research in various formats
