Segment A: What's an MPO?

We have devoted countless hours to the topic of transportation, but haven't explored the issue of the Hampton Roads Metropolitan Planning Organization in depth. It's a little known organization that must approve any  transit project that utilizes federal money and Hampton Roads' MPO is working to improve its openness and public outreach within the community. We'll talk about what an MPO is and what it does today on HearSay.

SUPER BOWL OF POPCORN

What does the Prince of Popcorn bring to the WHRO Chili Cookoff? Chili popcorn, of course, just in time for the Super Bowl.

Ingredients

4 quarts freshly popped corn
2 teaspoons chili powder
2 teaspoons coarse kosher salt
3 tablespoons canola oil
Handful jalapeno-flavored jelly beans (or cinnamon red hots)
Handful white chocolate chips
Handful crushed lime-flavored tortilla chips

Method

Put the popcorn in a large, clean paper bag or a washable muslin bag.


Drizzle the oil over the popcorn, fold over the top of the bag and shake until the popcorn is coated and moist. Sprinkle the chili powder and salt over the popcorn, fold over the top of the bag, and shake a few times to coat. Pour in a bowl and toss with jelly beans, white chocolate chips and tortilla chips. If you can not find lime-flavored tortilla chips, squeeze a little fresh lime over top.

POPPING OFF TO BUFFALO

This recipe is inspired by WHRO’s Bert Schmidt, who was torn between Buffalo wings or popcorn for his Super Bowl munching. Here is the answer – Bert, you can have it all!

Note – for some extra chicken-y goodness, consider popping the corn in rendered chicken fat, known as schmaltz.

Ingredients

4 quarts freshly popped corn
1 teaspoon cayenne pepper
1 teaspoon red pepper flakes
1 teaspoon black pepper
1 teaspoon celery salt
1 teaspoon coarse kosher salt
2 teaspoons light brown sugar
2 teaspoons hot sauce
2 tablespoons olive oil
Blue cheese crumbles
Celery sticks

Method

Put the popcorn in a large, clean paper bag or a washable muslin bag.

In a medium bowl, combine cayenne, red pepper flakes, black pepper, celery salt, kosher salt and brown sugar.

In a separate bowl, whisk hot sauce and olive oil.

Drizzle the oil mixture over the popcorn, fold over the top of the bag and shake until the popcorn is coated and moist. Sprinkle the dry seasoning mixture over the popcorn, fold over the top of the bag, and shake a few times to coat.

Place in bowl and sprinkle on blue cheese crumbles. Serve with celery sticks.
