Award-winning journalist Bill Moyers explains how the Constitution has been interpreted over the years on the issue, and how it has evolved to resolve conflict through changing political, economic, and social situations. In documentary segments, Moyers visits historical sites and displays early documents, photos, lithographs, and political cartoons.
